As the importance of innovation is emphasized in the public sector, many public organizations are paying more attention to what factors motivate employees’ innovative behavior. Accordingly, this study aims to suggest a policy direction to enhance the innovation behavior of legislative officials by analyzing the moderating effect of learning goal orientation in the relationship between altruism and innovation behavior. As a result of analysis, it is found that altruism factors which facilitate innovative behavior of legislative officials are sacrifice for common good in society, voluntary support for superior’s work in the organization, communication with citizens and conflict management, and learning goal orientation. Also, the interaction between self-competence development efforts and recognizing the importance of serving the country and its people, and the interaction between learning goal orientation and communication with citizens and conflict management enhance innovative behavior of legislative officials. Based on the analysis results, the policy implications are suggested as follows: Strengthening public value education to raise the sense of common good, forming mentor-mentee relationships with superiors, operating forum for citizens’ opinions, operating life cycle programs and job-based programs to strengthen learning goal orientation are suggested to facilitate innovative behaviors of legislative officials.

Presidential campaign pledges can be seen as indicators for predicting the direction of the new government’s state affairs. The explosive demand and response to policies during the presidential election leads to the agenda of social or political issues. The presidential election period is the time when the policy window opens, and the presidential candidate becomes the initiator who leads the issue. Given that elections are a mechanism for delegating the authority to implement pledges, presidential campaign pledges have the responsibility of implementation as a public agenda that determines voters’ votes. The reflection of presidential campaign pledges as a national task means passing through the ‘gatekeeper of the system’ and establishing them as a public agenda leading to full-scale policy discussions. Therefore, in this study, keywords of the 20th presidential election pledges are analyzed to identify the consistency with the national policy tasks in the early days of power and verify the agenda of the presidential campaign pledges. As a result of the analysis, it was found that the major issues in the presidential campaign pledges were not limited to the unilateral trend reflected in the state affairs after the presidential election, but had a strong agenda that caused the reorganization of the government organization.

Childcare that respects the rights of infants and young children is emphasized in order to instill the ability to live a community life in which children know their rights, respect the rights of others, and further fulfill their responsibilities according to their rights. Considering that daycare teachers are the most important subjects to help children respect and realize the rights of infants and young children in daycare centers, it can be predicted that the internal and external environmental factors surrounding daycare teachers will have a significant impact on the implementation of rights-respecting childcare. In addition, workplace childcare centers are being expanded, but research on childcare teachers in workplace childcare centers is quite lacking. In this regard, this study examined the effects of job stress and working environment on childcare practice respecting the rights of infants and young children, targeting daycare teachers at work daycare centers. Convenience sampling was conducted on 205 childcare teachers working at workplace childcare centers located in the Jeonnam region, and a structured questionnaire was conducted. As a result of multiple regression analysis, it was found that the satisfaction of the work environment, rather than job stress, had a significant effect on childcare practice respecting the rights of infants and young children, controlling for the age, career, and educational background of childcare teachers. Based on the results of this study, ways to improve the working environment of childcare teachers were discussed.

The purpose of this study is to present implications for the organizational innovation by performing a topic modeling analysis of the vision statements of community welfare centers. The researcher aimed to collected vision statements of all community welfare centers in Busan and was able to obtain 86 vision statements. The results of the analysis are as follows: First, the top keywords were community welfare centers, residents, practice, welfare, community, happiness, service, professional, communication, person, establishment, professionalism, person with disability, realization, growth, change, and hope. Second, eight topics were developed: ‘the reinforcement of communication and network for the change and growth of the community’, ‘the creation of trust and satisfaction for social integration of the person with disability’, ‘practice and development efforts for the satisfaction of residents’, ‘the realization of social involvement for happy life and active ageing of the elderly’, ‘the development of professionalism to provide quality services’, ‘the revitalization of local communities for happy and hopeful residents’, ‘the practice of humanity and love in pursuit of community and party change’, and ‘the creation and establishment of an inclusive environment for the empowerment of each party’. Finally, the topics of the ‘reinforcement of communication and network for the change and growth of the community’ and ‘network for the change and growth of the community’ were most used in the social welfare centers. And the rehabilitation center had a high proportion of topics such as 'the creation of trust and satisfaction for social integration of the person with disability’. On the other hand, ‘‘the realization of social involvement for happy life and active ageing of the elderly’ was most frequent in the senior welfare centers. Based on these findings, the study presented implications for the organizational innovation in the post-COVID era.

The employment difficulties experienced by young people are a social problem that leads not only to individuals but also to the overall economic downturn of the country. The study identified the characteristics of youth employment policies and analyzed their effectiveness in reducing non-job search NEET among young people. As a result of the analysis, it was analyzed that youth employment policies with a strong tendency to human capital development can enhance the willingness of young NEETS who are currently in a non-economically active state who have no intention of looking for work. On the other hand, youth employment policies with strong labor market attachment functions were found to be insignificant. In order to enhance the willingness of young NEET to search for work, it is important to improve not only the simple work experience, but also the establishment of a detailed advance plan for policy programs and follow-up management in the long term.

This study aims to reveal the empirical meaning and essence of the lives of the elderly living alone who are experienced infection with the COVID-19 and having difficulties due to the outbreak of after COVID-19. The participants of this study consisted of five elderly people living alone who used a senior welfare center in Gyeonggi-do for a long time before COVID-19. The analysis was done by applying Giorgi’s phenomenological research method to describe the participants' language as it is and converting it into academic terms. The essential content and structure of the changes in the lives of the elderly living alone were derived into 8 central meanings, 4 sub-categories, and 2super-categories. Due to COVID-19, The meaning of life and the dignity of death are being threatened by the inability to respond helplessly to the COVID-19 virus. Participants were engulfed in despair when they think of the confirmed deceased who died lonely and left alone. An integrated management of the elderly in the vulnerable group and intervention measures for the elderly in the high-risk group with a high risk of reinfection will be needed.

Establishing a virtuous cycle through self-evaluation for innovation and learning in the public sector is vital. In particular, the quality of evaluation is affected by the attitude of the evaluation committee members, but there is a lack of previous researches on the factors that affect their job involvement. Therefore, this study aims to conduct an empirical analysis of the factors that affect evaluation committee members' immersion in the evaluation committee's job, focusing on the job demand-resource model and peer influence. A partial proportional odds ordered logit model was used for analyzing the perception survey on evaluators of self-evaluation of governmental agencies. The result shows that as a job resource factor, support of the agency's leader and the institutional support had a positive effect on the job involvement, but the job demands factor did not have statistical significance. In addition, it was confirmed that when fellow evaluators are active in the activities of evaluation, individual evaluators are also actively engaged in their duties. These results suggest that the interest and support of the support organization and the influence of the peers are essential for the members belonging to the temporary independent organization called the self-evaluation committee.

The purpose of this study is to find policy implications for applying ESG to social welfare. For this purpose, data were established and analyzed through in-depth interviews on the three stages of external publication-practice-disclosure for the internalization of ESG management in the case of social welfare centers that declared ESG management practice. The research results are as follows. First, EGS management was declared as part of efforts to change the institutional crisis caused by COVID-19, but no specific plans or operational guidelines were prepared. Second, the ESG practice was carried out in the process of performing the three functions based on the Social Welfare Services Act, and the department and the person in charge of ESG were not designated and the system for monitoring the performance of the practice was not established. Third, the evaluation indexes such as donation, transparency of budget use, and program evaluation are announced using the social welfare center homepage or SNS, but there is no indicator related to the environment. The policy recommendations are as follows. First, ESG management should be publicly announced and contents related to ESG should be included in internal management regulations. Second, the general department responsible for ESG management practice should be designated and set up efficient business promotion. Third, detailed items that can disclose ESG management activities in the social welfare area should be prepared. Fourth, manpower training and budget support for ESG activities should be required to local government. Fifth, support organizations such as the ESG Promotion Committee should be established.

This study seeks to analyse the relationship between social capital and economic performance focusing on the effect of associational activities of the elderly and semi-elderly people on their economic performance such as personal income and economic satisfaction at the individual level. For empirical analysis, the study used raw data from the seventh wave of the Korean Longitudinal Study of Aging (KLoSA) provided by the Korean Employment Information Service. Empirical results from pooled OLS regression model, fixed effect model, and random effect model, which simultaneously control for factors that are theorized to affect economic performance of people age 50 and older indicate that a positive relationship exists between associational activities of the elderly and semi-elderly people and their economic performance measured as personal gross income and economic satisfaction. The empirical results also show that there is a positive relationship between participation of the elderly and semi-elderly people in economic activities and their personal gross income and economic satisfaction. The personal gross income of the elderly and semi-elderly people is also an important factor in enhancing their economic satisfaction. The results of this study imply that a promotion program targeting elderly adults’ associational activities is a particularly important factor in promoting their economic performance, therefore, governments in public sector as well as social groups in private sector should make efforts to provide the elderly and semi-elderly people with opportunities for social network activities to promote their economic activity.
